1979年出生于北京市大兴区，2002年毕业于美国圣约瑟夫大学数学系计算机专业，同年回国创业，2015年获得长江商学院工商管理硕士学位，2016年至今新加坡管理大学工商管理博士在读。

2003年,陈洋创立北京星光拓诚投资有限公司，投身传媒服务和产业项目投资领域，身兼北京星光影视园投资有限公司、北京星光拓诚投资有限公司、北京星拓视联文化传媒服务有限公司等多家公司董事长。

近年来，陈洋兼任全国青联委员、北京市青联委员、北京市工商联执委、大兴区政协常委、大兴区工商联副主席、大兴区青联副主席等社会职务，获得北京市委市政府“2013年度第七届首都民族团结进步先进个人”、农业部“全国农村青年创业致富带头人”、北京市委统战部等六部委“2013年度北京市优秀中国特色社会主义事业建设者”、北京市委市政府“2014年北京市优秀青年人才”等多项国家和省部级荣誉称号。

Chen Yang was born in Daxing District, Beijing in 1979. He graduated from the Mathematics Department of St. Joseph University in 2002 with a degree in Computer Science and returned to China in the same year. He received his MBA from Cheung Kong Graduate School of Business in 2015 and now he is on his Ph.D. in Business Administration from Singapore Management University since 2016.

In 2003, Chen Yang founded Beijing Xingguang Tuocheng Investment Co., Ltd., and joined the field of media service and industrial project investment. He is also Chairman of Beijing Xingguang Film and Television Park Investment Co., Ltd., Beijing Xingguang Tuocheng Investment Co., Ltd., Beijing Xingtuo Shilian Media Service Co., Ltd. and many other companies.

In recent years, Chen Yang has served as a member of the All-China Youth Federation, the Standing Committee of the Beijing Youth Federation, the Executive Committee of the Beijing Municipal Federation of Industry and Commerce, the Standing Committee of the Daxing District Political Consultative Conference, the Vice Chairman of the Daxing District Federation of Industry and Commerce, and the Vice Chairman of the Youth League of Daxing District.Chen Yang was awarded the “2013 Seventh Capital National Unity and Progressive Advanced Individual” by the Beijing Municipal Government, the “National Rural Youth Entrepreneurship Leader” by the Ministry of Agriculture, and “2013 Beijing Excellent Socialism with Chinese Characteristics "Business builders" by the Sixth Committee of the Beijing Municipal Committee of the United Front Work, "2014 Beijing outstanding young talents" by Beijing Municipal Party Committee and Municipal Government and many other national and provincial-level honorary titles.
